I have been using this device configuration profile for quite sometime now especially for any customer's Kiosk devices where it has proven a better use over using https://soeintunedevice.wixsite.com/home/post/116-windows-intune-custom-power-option-as-a-win32-app.
Navigate to https://intune.microsoft.com/ then select Devices then By platform: Windows then select Configuration profiles. Then select Create then select New Policy then select Profile type: Settings catalog then select Next.
Under Basics, enter the name of the profile then select Next.
Under Configuration settings, select Add settings then in 'Search for a setting'
