As part of a recent project a few weeks ago, I encountered this weird setting where I had admin rights to services.msc, mmc.msc etc
I went through the usual route of checking which came down to registry, tried all the various options to no luck till I stumpled across doing this.
Solution:
Go to https://intune.microsoft.com/ then select Settings Catalog then select Windows Components > Microsoft Management Console > Restricted/Permitted snap-ins > Extension snap-ins then select Public Key Policies (User) where it is set to 'Enabled'
By setting this policy, it allowed the MMC snap-in to work.
