If you are having difficulty clicking on "Set up device" or any functions within Windows Configuration Designer that was downloaded from the Microsoft Store app that looks like this.
There is a requirement listed in this URL: https://learn.microsoft.com/en-us/windows/configuration/provisioning-packages/provisioning-install-icd
If this does not work, the other option would be navigating to regedit with the following to edit.
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\CurrentVersion\Internet Settings where Security_HKLM_only has a value of 1. Modify the value to 0 and now you can open up Windows Configuration Designer.
Start up Windows Configuration Designer, and you can see the changes (different UI)
